[Tagging] Feature proposal - RFC - Power supports insulators

According to feedbacks on the Talk page of the Power support refinement
proposal, it is currently proposed to map some miscellaneous power supports
(not a tower, not a pole and not a portal) with power=insulator.
Misc supports can be anything (except towers, poles and portals which get
special power values), but the only one thing they all have in common is
insulator to protect power line from grounding.
Here is the South Bridge in Cologne, Germany to let you see how it works :
Connection between line and bridge should be mapped with power=insulator.
Furthermore, this new tag includes power=terminal to connect a power line
on a building (or any kind of wall or support).
Power=terminal shouldn't be used and replaced with power=insulator at the
point the line connects to the building.
For the most advanced power mappers, power=insulator allows us to map
power=portal as a way and then connect one or more power lines to it.
Using power=insulator on the connecting node is enough to represent the
connection between the support and the power lines.
Remember nothing is mandatory, it's just a proposal.
There is currently no pending comment on this proposal.
If this new value suits the needs of the community, voting may start.
