[Tagging] addr:interpolation on highway

So is doubling the way sharing nodes.
And also creating a parallel way creates issues.
And relation tagging is complex, and beyond many mappers.

However do note a good automated agent can readily figure that a split way
with identical interpolation should be combined.
The question is what will hand mappers do with such tagging?
