for the administrative entity of the national forrerst you definitely need 
a different tagging scheme.
I have seen several "National Forests"s which I would call deserts or praries.

Nevertheless closing the bug report was a bit premature, the developpers should
have their word whether this was an intended change or not.

It should be also considered that many other renderers render those lakes and
parking lots without the trees.
