This should be much easier to parse - and it's also 3D friendly. Current 
Simple 3D Buildings specification basically tells to slice the buildings 
with building:levels=* and building:min_level=*, so we better use this 
notation.

It would just be good to extend Wiki documentation of building:part=* to 
make it clear that the parts can have values exactly like the building=* 
(not only "yes"):
