Important topic. Imo for an outdoor water area the
 leisure=swimming pool is OK. 

What about a tag for all swimming facilities (building or area)
 and a separate tag for main usage 
=fun
=wellness 
=health 
=learning 
=sport or competitive 

Would be a easy solution for rendering (can ignore the sub tag)
 and data consumer.
