[Tagging] waterway=stream & oneway=1

Hi,

without looking up anything on the wiki, I would spontaneously say that
oneway on a waterway indicates the direction of traffic on that waterway. I
expect to see canals with oneway tags on the map. I have already
encountered oneway waterways myself, albeit before OSM existed.
