Well, I first proposed shop=trade and while I have deleted the start of
this thread, it seems to be quite distinct from wholesale.

While maybe the intersection isn't quite empty, they are really
different. For a start, wholesalers do *not* handle retail, but 
shop=trade frequently do, at least in the UK. None of the places that
I have tagged with shop=trade would be taged as wholesale which is something 
normally quite different.
