[Tagging] Maxspeed

I believe the solution for the problem has already been mentioned: the used
tag "maxspeed:advisory"=* seems a good way to make the distinction between
actual maxspeeds and advisory maxspeeds:
http://taginfo.osm.org/keys/maxspeed%3Aadvisory#values
