[Tagging] Maxspeed

Not the way I read their email.

However there is already provision for:

maxspeed:<vehicle>

http://wiki.openstreetmap.org/wiki/Key:maxspeed

and

maxspeed:advisory

http://wiki.openstreetmap.org/wiki/Key:maxspeed:advisory


So I'd suggest that maxspeed is the "legal speed limit" as per the wiki 
and all others are a sub set of this.
