we're using this for shops that make and sell ice cream, similar to shop=bakery or confectionery (indeed it is likely also a subset of confectionery). Amenity=ice_cream is AFAIK a shorter version of amenity=cafe cuisine=ice_cream (or could also be a stand to sell ice cream?)
