[Tagging] Removal of "amenity" from OSM tagging

The question is, does everything need to be in a category ?

The only reason for categories is to allow subcategories like 'type' - so
that you know it's a type of highway or a type of building.

communications=cable
type=voice
type=digital
type=optical
type=broadband
type=mechanical

etc.
