Unless it is an amenity of a larger place,
Like a Willy Wonka ice cream pool where you can just scoop ice cream out of with your hand - that's an amenity. 

A shop sells things. Like ice cream.

I already described a shop that sells ice cream takeaway only (and not soft serve or scooped) - so I'm sure there are other chains like the one I know.
