restriction:conditional=no_left_turn @ (Mo-Fr 06:00-09:00,16:00-19:00)

There's also a mention of "none" for conditional restrictions (the format,
not turn restrictions), so a possibly better way to encode this would be

type=restriction
restriction=no_left_turn  (error on the side of caution, if times aren't parsed)
restriction:conditional=none @ (Mo-Fr 09:00-16:00, 19:00-06:00; Sa-Su 24h)
