[Tagging] Road Running Railways

In my region I often have seen that railways (tram) are drawn as separate
lines for both directions while roads are just drawn as one line in the
middle. Trams are mostly running on the street if you have more than one
car lane. So even if both street directions are separated and drawn as
oneway lines it would have an offset to the railway line because the
railway runs in the middle of one lane and the highway is drawn on the lane
separator.
For some cases I would prefer to tag the railway to the street instead of
drawing a separate way. Mostly if you have on road for both directions and
only one rail. (like this:
