Remember also about proper oneway:bicycle tag
(probably oneway:bicycle=no, though in some cases oneway:bicycle=-1 may
be necessary).
On main topic - I would use bicycle=use_sidepath as originally intended
- in cases where sidepath is mapped as separate way. For denoting
mandatory/not mandatory bicycle lane it is probably necessary to
invent a new tag - I remember some proposal to tag that
highway=cycleway is mandatory and failed proposal for tagging soft
bicycle lanes.
