what about

highway=x
cycleway=lane
bicycle:lanes=yes|yes
vehicle:lanes=yes|no

for non-compulsory

and

highway=x
cycleway=lane
bicycle:lanes=no|yes
vehicle:lanes=yes|no

for compulsory bicycle lanes ?
