[Tagging] when should highway=centreline be used?

yes, actually in Germany it is the same, you may not cross the line, it
doesn't matter though, if it is single or double, the meaning remains the
same (AFAIK, maybe there is some exception with maxspeed outside of
settlements). If there is sufficient space or if there are several lanes
for the same direction with interupted road markings between them, you can
overtake.
