[Tagging] Proposed mechanical edit: surface=soil to surface=dirt

Careful with a mass edit "soil" > "dirt"

If you feel the need to get rid of "soil" it should be changed to "ground",
not to "dirt". I would not change it at all if the same mappers have used
also any of the other tags in this group. This would indicate to me that
they had something specific in mind that is escaping us.
