[Tagging] Big amenity=fountain

After long break - the code for rendering in default style is ready now:

It works for standard (small and medium) fountains, but not for big ones 
- here is a good example:

The tagging is slightly wrong now, but even after correction we still 
don't have all the tags we'd like to use in such cases. The name shows 
that fountain is this whole structure, but it's tagged just as a water 
and individual nozzles are tagged as amenity=fountain. I think the 
outline (basin) should be tagged as amenity=fountain, but what about the 
nozzles?

I think we need some general scheme, because fountain can have different 
parts, typically:
- nozzles
- lights
- sculptures

There was a proposition to use:

fountain:nozzle=yes

but maybe:

amenity=fountain + fountain:part=nozzle/light/artwork/*

could be better (just like a building:part=*).

We still wait for a database reload for the standard map, because 
without the access to namespaces like fountain:* we won't be able to 
render it properly (all the parts will be visible like a fountains 
itself), but I think this scheme is all we need once the reload happens.
