[Tagging] Rail maxspeed conversions

Hi

Someone's is amending UK rail maxspeed tags:

It's a straight conversion from mph to kph. Is there a valid reason for 
doing this? The signs in the UK are in mph.

I've written a message asking him for an explanation.
