Converting UK railway maxspeeds to kph is just mapping for the renderer.
OpenRailwayMap does not support mph speeds at the moment. But we
(developers of OpenRailwayMap) are going to support mph speeds in the
next months.

I suggest to revert these changes because the signs show mph speeds, not
kph speeds.
