There are multiple ways to get railway maxspeed data

(1) data with a compatible license
(2) mapping maxspeed signs along the railway line either by
walking/cycling along the line or by GPS/photo/video mapping by train
(3) GPS logging at a train and assuming the train /always/ drives at the
maximum permitted speed – a bad assumption because sometimes trains
drive slower because they are not delayed, try to save energy or try
have a slower freight or local train ahead of them.

I do not know if there is a public available dataset with UK maxspeeds
which has a compatible license. I suggest you to join OpenRailwayMap IRC
this evening (UTC) and ask if someone knows a dataset like (1).
