[Tagging] Feature Proposal - Voting Extension - Dynamic maxspeed

Addressing Midgard's objection, "I *oppose* this proposal. I support
tagging variable speed limits, but not the "reasons". In schools zones near
me the reason is obvious, but on our motorways speed limits may be lowered
for all of the other reasons."
I believe this could be handled cleanly with "maxspeed:variable=yes" or, as
might be the case on Portland's downtown beltway,
"maxspeed:variable=weather;peak_traffic;obstruction"
