duck tagging. youth centre implies a facility for young people and excludes
seniors.
These tags are all not very precisely defined (or used to not be defined
well in the past, in OSM), at least not outside the UK. I've seen
arts_centre tagged on various kinds of objects, from museums to art
galleries to community centres without any particular connection to fine
arts.
