You might also change the first paragraph to discourage tagging the gaming
centers we mentioned earlier as internet_cafe. Here is a possible
replacement:
Proposal:
Distinguish "internet cafés" (places that sell internet service) from cafés
(places that sell food and beverages) and "gaming centers" which offer
internet access as a sideline to their main businesses.
