[Tagging] Formalising shoulder tagging

Maybe the :conditional suffix [1] can be applied here. Something like
shoulder = yes
shoulder:conditional = no @ sign
?
But one would also need to tag the number of lanes that way.
lanes=2
lanes:conditional = 3 @ sign
