Yes, but as Martin pointed out, such restriction is more bound to the user
of the road then the road itself. It varies among different classes of such users.
The default values are different from jurisdiction to jurisdiction.

OSM is mostly a database of geographical features, not restrictions of individuals.

A data consumer can have its own decision table what such a specific user is allowed
to do in a specific country, based on his/her license, age, being accompanied by a
full-license holder vs. a professional instructor, vehicle class, etc.

Probably, ticking "avoid motorways" in the router would already solve the cases
we have heard about so far.
