it could also make sense to add building=pergola to the historic structure you linked before. If you decide to add a type tag, use shelter_type. Pergola is currently not among the values in use, but similar words are: http://taginfo.osm.org/keys/shelter_type#values

As for shelter to protect from the sun but not from rain: the amenity=shelter tag doesn't seem to be intended for these cases, as long as you don't consider sun shine "bad weather conditions":
