We will unlikely remodel these in osm, or be able to follow them , save maybe a few emblematic projects. I'm unsure if adding more complexity to this in osm is justified by what is gained,

While I love the "OSM is a geographical database" idea, one should 
always add "... with the main goal of building maps". I don't think we 
should strive to become a cadaster with planning and ownership statuses 
of each plot of land and building.
