+1, there are also regular public streets with no markings at all used by automobile manufacturers to test new cars, e.g. the German motorway A81 Stuttgart-Singen has become infamous for this due to several fatal accidents (one was a young mother and her 2 kids, she was so surprised by a fast approaching test car that she made an accident), another one here: http://m.spiegel.de/auto/aktuell/a-714945.html

I would not tag this in any particular way though.
