+1, in the real world there are traffic lights to control this situation. I think I would not map them as railway=level_crossing though. According to the wiki this tag is for crossings with railways only: https://wiki.openstreetmap.org/wiki/Tag:railway%3Dlevel_crossing
a tram is not a railway.
