I don’t believe that it is functional but I know it is maintained as a landmark (for example the paint on it was restored maybe five years ago).
And if you wander through the desert southwest of the US you can find a number of old water storage tanks in various states of functionality and repair. Typing this now, I believe the old Southern Pacific water tank for refilling steam locomotives was still standing beside the Union Pacific tracks in Gila Bend, Arizona when I last went through there a month ago. I guess I should check to see if that is in OSM.
