I agree, although I can imagine mappers adding it to remove the ambiguity of not tagged (i.e. incomplete tagging) vs. not needed (default).

I don't think "access" is a good value, because roads are generally used to go somewhere, and a driveway for example is also used to access (a site). If we should use a tag like this, it could be more verbose (e.g. "facility_access").
