[Tagging] traffic_signals:lanes? (specific signal types for certain lanes)

I mention the linked intersection as continuous green (despite no specific
signage saying it is) because there's no stop line over the main lanes,
only the turn lane, and no pedestrian crossing is allowed across the US
22/30 mainline. There's no other situation that would make that light turn
red for the through lanes. The only reason the full signals exist there at
all is because of a MUTCD requirement.
