[Tagging] Center turning lanes: centre_turn_lane=yes method vs. lanes:both_ways method

Even though the editors and at least one major consumer handle the tagging
the way I mentioned, and not centre_turn_lane=*?  FryIsNotSureIfSerious.jpg
