really? An uninterrupted fence going for many kilometers and cutting the whole area in 2 separated parts is not important?
i agree with what you write about lines, but would see lines as kind of more abstract route relation, not just railway=rail on a way. the latter should not get a highspeed=yes tag if it is not highspeed.
