[Tagging] admin_level with office=government

Does it really make sense to have admin_level with office=government?

While trying to understand why an area with admin_level=4 appeared in
a government office here I saw this:

Which came from this:

https://wiki.openstreetmap.org/w/index.php?title=Tag%3Aoffice%3Dgovernment&type=revision&diff=1278043&oldid=1257194

Which also caused this:

https://wiki.openstreetmap.org/w/index.php?title=Tag%3Aboundary%3Dadministrative&type=revision&diff=1487373&oldid=1446014

For me it doesn't look right to appropriate an already well defined
tag (admin_level) to say that a government office is from a federal
instance/court, for example.
