[Tagging] admin_level with office=government

Does it really make sense to have admin_level with office=government?
While trying to understand why an area with admin_level=4 appeared in
a government office here I saw this:

Which came from this:

Which also caused this:

For me it doesn't look right to appropriate an already well defined
tag (admin_level) to say that a government office is from a federal
instance/court, for example.
