[Tagging] toilets:wheelchair or wheelchair_toilet (Both iD presets)

One of them, I think wheelchair_toilet, was caused by an implementation error in the wheelmap 
system, which was fixed last year. Correcting it was under discussion mainly on the German list, and 
a mechanical fix is envisaged.
