Looking at the wiki definition, it appears we have defined railway=yard as
the tag for a freight station. This seems rather strange, I would have
preferred to use this tag for railway yards in general, i.e. also for
storing or sorting waggons / coaches / trains / locomotives etc., and have
subtags for the specific function (or already use different tags like
railway=sorting_yard, railway=freight_station, etc.)
Reading more wikipedia, the term "yard" in conjunction of "railway" has
lots of different meanings, specific sub-entities refering only to a
(functional) part of a goods station or other part (e.g. marshalling yard,
flat yard, hump yard, gravity yard,departure yard, car repair yard,
transfer yard, ...)
Maybe it's time for some refactoring?
Cheers,
Martin
