they're both in proposal state, but solve the problem. You could also
create 2 nodes at the same position (e.g. by entering coordinates), but
this is harder to edit and less obvious to other mappers.

New relations are generally hard to establish, because people do not use
them if they are not evaluated, and nobody wants to support them if they
are not used. I also believe the problem is not very frequent, as long as
people do not start mapping traffic sign poles with the single signs
attached, or masts with different antennas, or something else. It is about
the attention to detail on the topological level, while it is indeed not a
rare situation to have 2 and more things at them same spot (e.g. mast,
pole, post, ...), people mostly do not care for topology details like this
and put different nodes very close (or even not, for rendering
optimization), (and admittedly for practical usecases it is sufficient. ;-)
