[Tagging] Is linear man_made=pier supposed to be assumed as implying highway=footway, unless tagged otherwise?

that's because some wiki editors put wikipedia links into the OSM
definition. I've now moved the WP link from the definition to "See also",
and I invite everybody to do similar fixing. We should avoid the impression
that definitions in linked wikipedia articles are part of OSM tagging
definitions.
