[Tagging] Tagging data where position is not yet known

Not quie sure why this is on tagging, but anyway: a clear yes to adding
the data. Add a FIXME tag stating that it is a rough, village level
position for late surveyors and consumers.

Naturally you might simply be able to sit down with the contributors and
squint at aerial imagery to locate the objects post survey, given that
we slowly have a large selection of global imagery that we can use.
