[Tagging] Embassies and administrative boundaries

Hi,

a complaint to DWG unearthed the following:

All are embassies in Skopje tagged with "boundary=administrative", one
even with admin_level=0.

(Thankfully nobody has started to actually add embassies to a country's
boundary relation yet. Not that I know of anyway.)

Is it a common practice to add boundary=administrative to embassies?
Does it make sense?
