[Tagging] Tagging data where position is not yet known

Thank you all for your responses and the positive feedback. What you have suggested is very helpful in accommodating this extra data rather than leaving it off because it does not tick all the boxes.

>From your suggestions I have opted for separate nodes for each with a fixme=existence confirmed, position not yet known which will show that those attributes of the village are there.
