[Tagging] Access by permit

Is there a risk that people will start adding access=permit to
everything in a country for which you need to have a visa to enter the
country ?
Or even worse, to all streets with motor_vehicle=permit because you
need a driver license and a number plate for your car ?

This the proposal excluding those extreme cases ?
