[Tagging] Car pound, tow pound etc.

I’d strongly prefer not to use `landuse` for this.  These facilities are sometimes indoor garages.  
(Anytime we use `landuse` for something that might also be mapped a building or POI, we’re doing it wrong.)

`amenity=impound` makes sense to me.
