[Tagging] Time to deprecate place=region and boundary=region?

some regions aren't a administrative stuff.
ex with mountain area http://www.openstreetmap.org/relation/7465762

deprecate it in favor of boundary=administrative + border_type=region
is sometime wrong.

of course if some administrative boundary in India are wrongly tagged as 
boundary=region, it's seems needed to fix those, but not deprecate 
place=region in case of not-an-administrative boundary
