[Tagging] Feature Proposal - RFC - Top up

I support the scheme outline by Markus, please update your proposal. I've
already proposed the exactly same scheme on our local mailing list some
time ago, so it is very intuitive:

top_up:<type>[:<brand>]=yes/no
