Maybe for older roads; newer roads would be cycleway=no with parallel
cycleways on either side, for which oneway=* doesn't really have a safe
assumption from what I've seen.  Kind of like how highway=motorway doesn't
have a safe bicycle=yes/bicycle=no assumption in the US.
