[Tagging] What is the unit of seamark:light:range?

As it is a measure of distance then the default unit is km 
(https://wiki.openstreetmap.org/wiki/Map_Features/Units).

You can use other units if you want by adding the unit (mi = miles nmi = 
nautical miles ' = feet).
